National Character Support in Oracle from C++ application

Hi,
How can I exploit national character support (UNICODE) in Oracle on a Windows NT platform using C++ as a programming language? I have seen a lot of complains about ODBC drivers for Oracle not dealing with Unicode characters, but I haven't found a definite answer. Are there any ODBC drivers (or native OLE DB providers) which can handle (store & retrieve) Unicode strings? How is the national character support exploited by other people in whatever programming language they work with?
