That's a pretty broad question.
Access is a tool that contains both a development environment and a database manager. Oracle 8i is a database manager. It still requires some sort of interface like Access, VB, Developer/2000, HTML, etc, etc. With the MS toolset, you are most likely going to use ODBC or one of it's many off-breeds to link your system to the Oracle Database.
