Port 199 and litsener defunct procs

Hi;
Running oracle 8.0.51 on HP-UX 11.0.
I have noticed two strange things:
1. every orcale's process is trying to connect to port 199;
2. The orcale listener create dozens of zombies.

Any idea how/why does the above happen?
