Hint.pll - VALUE_ERROR exception when using Timed Microhelp

I have implemented the timed microhelp or balloon help on iconic buttons using the procedures in the hint.pll as described in the hint.wri file. I am getting an intermittant error - FRM - 40735:WHEN-MOUSE-ENTER trigger raised unhandled exception VALUE_ERROR. Surely someone else has hit this problem and solved it ?
