There are plenty of bugs and inconsistencies in v$filestat. Exacerbated by things like async I/O, IO slaves, and multiple db writers on the write side particularly.

In the simplest case (though needing a long up time) , you may have managed to roll over the 32-bit counter that records numbers of hundredths of seconds of up time.
