OWS PL/SQL cartridge

I am building an application using OWS 3. When I create an HTML form that passes more than 20 parameters back to the PL SQL procedure, Oracle returns an ORA-06513 (Index for PL/SQL table out of range for host language array). I can successfully pass the procedure any type or size of parameters as long as there are 20 or less. Is this a limit of OWS or is there something that can be configured to fix the problem.
