multiple ORACLE_HOMES under 8i ?

I just installed Oracle 8i on NT. Oracle8i requires that the enterprise manager (OEM) be installed in a spearate ORACLE_HOME than the server. OEM installs some of the Net8 stuff, and it has its own tnsnames.ora file. Our in-house app (written in OCI8) appears to be reading the tnsnames.ora file under the OEM directory. I don't know why it is selecting that tnsnames.ora file.

I looked at the Oracle docs, and they only say that you should set your path environment variable so that the preferred ORACLE_HOME/bin directory is first. I looked in Oracle's docs on the registry, but they don't say that you can specify the preferred ORACLE_HOME through the registry.
