The connect to both is via NET8. DNS setup is the same for both servers. I know have two other testmachines installed (a portable with Oracle on Linux ==> connection speed 0.3 secs and a desktop with oracle on NT ==> connection speed almost 2 secs). So it seems to be a feature of NT :(.
But i still need to know how i can get to make it faster. I called oracle support in Belgium but they couldn't help me :(
The NT setup is pretty basic (there run no other services than oracle).
