Tns exceeds connection limits-- help please.

Hello everyone:
With the purpose of stressing our database (oracle 7.3.4)wh have created a script that simulates queries and transaction in real time. The idea is to launch several times the same scripts and see how the server response to the load.
The script is written to work with the applmgr (application manager of Financial from Oracle) so it does the same that the real users will do. After a while of working I got errors like this in the logs:

APP-907 usdsop cannot create a new process - Resource temporarily unavailable

Has someone seen before such error messages? Is it an OS error or an Oracle server error?
