1 sysdba and sysoper is not the same as dba. Anyone with sysdba can shut the
database, place it in restricted mode and so on. An user with dba privilege
can't
2 Users with sysdba privilege are no ordinary users anymore, they function
as internal: they are in the passwordfile and you still can use them if the
database is unavailable.
