It generally means your TNS names is not setup correctly. Under Oracle 7.3 it would be found under
%ORACLE_HOME%\network\admin\tnsnames.ora
Under 8.1.5i you should read:
Net8 Administrator's Guide - I:\DOC\NETWORK.815\A67440\CH6.HTM
and specificly section:
file:///I:/DOC/NETWORK.815/A67440/ch6.htm#448222
Note: I:\ is my CD with Oracle 8.1.5 installation, please substitute with your oracle home directory (eg C:\Oracle\)
