2nd OAS 3.01 server problem

Set up a server on our network to develope webb apps.Works fine ! Now I want a second server to deploy these apps..on the same network. I've installed the server (NT 4 service pk3) I can see it on the network, I can access the databse using sqlplus, I can administer the development server from it, I can adminster the server AT the server, but can't access it remotely.

First server is website30
Second one is website40
