REP-0002: Unable to retrieve a string from report builder message file

Hi ALL!

We are geting frequent error message REP-0002: Unable to retrieve a string from report builder message file. We are using Oracle on NT version 8.0.0.4 and Developer 2000. If you have error come accross such error, please let me know the solution.
