hello george,
the settings in all your configuration files are unknown to me, so for a
first check you can try to start the OracleTNSListener80 process
manually out of a MS-DOS Box. the command is :
lsnrctl80 start (for starting and you will see some output)
OR
lsnrctl80 status (for checking status)
this is a first idea that , so i hope, will bring you closer to a solution.
