First of all you should setup the listener configuration
and start the Oracle listener process with the service
manager for winnt. The configuration file you should
examine is in the $ORACLE_HOME/net80/admin directory and is
called listener.ora. In this file you should find your
database SID. Next step is to configure your tnsnames.ora
File witch is described in the Oracle Docu very well.
