Sounds like a bad TNSNAMES.ORA file to me. Or, it could be resolution of the host name for the service name in the TNSNAMES.ORA if you didn't hard code an IP address. If you're using a DNS look for a HOSTS file in the windows directory, it will override your DNS if it is there.
