Should Unix SEMMSL value match PROCESSES for 1 instance or all instances combined?

I'm tuning a Sun server I inherited, and today noticed that the SEMMSL parameter in its /etc/system file is set at 500, while the PROCESSES value in each of the four instances' init.ora files is set to 50. Orcle's support site includes a document on Unix tuning that states the values of SEMMSL and PROCESSES should match. My question is: should each instance's PROCESSES param match the SEMMSL, or the combined PROCCESSES values for all instances?
