Can't Start OEM 2.0.4 Tools

I've installed the OEM 2.0.4 EM with Diagnostics Pack on my desktop system which is running Windows
NT 4.0. I installed OEM 2 into a separate home directory just for this version since I have
another OEM (1.3.6) running in my default home directory. When I switch my home to the home
directory for OEM 2.0 and try starting any of the tools (such as schema mgr or security mgr), I see
the icon start up in the task bar for a moment, and then it disappears and the program does not
start. One program does start up, and that's the Top Sessions tool. Interestingly enough, that's
the only tool that has its own .exe file ... the rest go through oemapp.bat. Has anyone seen this
behavior and/or know what might be causing it?
