Data generation: Test Data: Dummy Data

I would like to generate data for our database, however, I'm running into a couple of problems. None of the tools appear to be satisfactory.

Testbytes:

1. Doesn't put a semicolon at the end of each insert statement
2. One can not order the creation of test data to maintain integrity

5. Can only generate one table at a time.

What I would like to see is a tool that generates insert statements in the appropriate order to file that I can then version control. With each future change to the database I can then update that tables insert statements and then generate database for the new schema. I would like to find a perl script or something, but have not yet, please help.
