We've seen a phenomenon where Oracle generates an invalid parameter in the
strtSID.cmd file (in %ORACLE_HOME%\database). If there's a -maxusers in there,
take it out--even though oradim73 puts it there if you supplied it when you
created the instance, it's wrong and it prevents our instances from starting.
