svrmgr30 cannot connect after the database is up?

I am just wondering this:
The Oracle8 database is running that is no doubt since I can connect by sqlplus.
However, every time I try to connect by the command line mode server manager, it gives me an error for

D:\orant\BIN>D:\orant\BIN\SVRMGR30.EXE

ORA-12203: TNS:unable to connect to destination SVRMGR> Anyone know what is going on here?
