you must set the compatible parameter in the inti.ora to equal the version
of server you are running


(the default is 7.0.1.6).  If you do not set it, then various features added
in the versions past 7.0 will not function -- as well -- going from 7.1 to
7.3 -- the structure of the redo logs changes and the change is only
implemented when you set the compatible parameter.
