Two Instances

I may have misunderstood something about Instances and DB's, so can anyone tell me if I have understood this right.

I need two copies of my data. A production environment and a Test environment.
To do this I need to create two databases and run an instance of each database.

Is this right ?

If so, how many resources do I need.
I only have a novell 3.12 server running Oracle 7.3.2.3 and about 128 MB Ram.

Is there another way to do what I need to do ?
