The rumors are quite false and possibly coming from Redmond, who knows.
I think what you are looking at is NT licensing policy. I have had over 50 concurrent users without any problem on NT 4.0...I bet there are people with way more than 50 users on NT. Technically, NT has no problem with SQL Net/Net 8.
I have had an applicaiton in Production on NT 4.0 with over 50 concurrent users without any problem.
The policy, I believe made by MS is that on NT workstation, you can have no more than 10 concurrent users connected over a network protocol. It will let you, you are not legal to do it though. For prototyping and quick and dirty "demo" work, NT workstation is pretty easy.
If you remember history, this is the reason why MS fought against Tim O Reilly of O'Reilly whose webserver ran on NT workstation just fine. MS wants to buy NT licenses .....the rest is history...
