On Oracle 8 , Oracle 7.3 workgroup server is now called Oracle8 Server. It has better features than Oracle 7.3 workgroup server (just being Oracle8 is a step up).

Oracle licenses by Concurrent usage. I believe it is sold minimum 5 user license and costs about $1500 for 5 concurrent users ($299/user). This is the list price and is listed in Programmers Paradise etc. If you can contact a Oracle VAR and buy in bulk they may give a discount where it costs less than @299 per concurrent user. You do not need a client access license as in SQL Server or DB2.
