I'm not quite clear in what you did. Did you change db1 to be able to connect
via TCP?
First of all try to connect to db1from the same machine where the instance is
running using the connect string corresponding to TCP.
After that, I'd like to see your listener.ora, tnsnames.ora, and client and
listener trace files. Also, I need to see your $TNS_ADMIN variable setting and
the output from lsnrctl stat command.
