Question, How you verified that the log you are trying to switch to has been archived? If it has not then you would see this. Also if Oracle is trying to archive the file and your backup scripts gets to it before Oracle does then it will not be a good backup. Also a log switch requires a checkpoint which means all dirty buffers must be written to disk. Therefore you should be issuing the log switch after all tablespaces are brought out of backup mode.
If it has been archived then you will probably need to contact Oracle support after checking the alert log and looking from trace files.
