The easiest thing for you to do is install WebServer in a different Oracle home, and even better, under a different user (e.g., oraweb).
This way, you will have two distinct $ORACLE_HOME/network/admin directories, one for the Net8 listener (where your Oracle8 database is installed) and one for your SQL*Net 2.3 "client" (where your WebServer is installed).
