Oracle7.3 to Oracle8.0.4 migration problem on NT

I am doing migration from Oracle7.3 to Oracle8.0.4 on NT platform. Following the instructions on Oracle documents, I ran the mig80 utility:

mig80 DBNAME=TEST NEW_DBNAME=TEST PFILE="initTEST.ora" SPOOL="MIGRATE.LOG"

After providing the password, the migration started. However, after a few minutes, after the "Shutting down database ..." message appeared on the screen, the program hang. I waited for ten minutes and nothing happened. I re-ran this process several time and got the same result.

Then I terminate the mig80 process at the CMD window by pressing CTRL+C. When I did the "alter database convert", the error message was "ORA-00223 convert file invalid or not in the right version." I suppose that the "convert.ora" file was not created correct since I manually terminated the migration.

I consulted the Oracle document but could not find anything related. Does anybody know what is the cause of this problem? Thanks in advance.
