LSNRCTL crashes in Windows 98

I've installed Personal Oracle 8.0.3 under Windows 98, and am attempting to
start the listener (LSNRCTL80.EXE) but it always crashes with an application
error.	Has anyone seen this before?  Can you confirm it is a problem?	Is
there a solution?
