SQL Command Not Properly Ended (ORA-00933)

I get the error message in the subject line (ORA-00933) when I type the following query in SQL*PLUS or MS Access SQL Pass-Through window:

SELECT * FROM DW_PROD.MEMBER_HISTORY AS A WHERE A.SUBSCRIBER_ID = "0094100006"; But not if I have no WHERE clause. The query works without a WHERE CLAUSE in the Access Pass-Through window if I omit the semi-colon; I must use the semi-colon in SQL*PLUS. Why must I terminate the SQL statement differently depending on the statement?
