Referring to the Server Manager Users Guide again (and I haven't tried any of this you understand, I'm still using connect internal which is why I was interested in the original post) it suggests that you need to set up a password file using the orapwd command. You have to set the environment to point at it (op.sys. specific) and the parameter REMOTE_LOGIN_PASSWORDFILE to EXCLUSIVE.

Then, whenever you add SYSOPER/SYSDBA privilege to a user, Oracle adds them to the file, so they can startup an instance without reference to the data dictionary information.

I'll let you try it first though ;-)
