Personal Oracle8 and TNS-12547

Hi - I am using PO8 and Developer R2.1. I can connect fine using SQL+ 8, but when I
try to connect using Forms, I get TNS-12547. At that point, when I try to shut down
PO8 I get the same message. Docs imply a memory shortage... can anyone verify that?
