fast refresh 7.3 to 8.0.4 problem

Here is my problem.

I have a master database on 7.3.3 and a snapshot of a table from that database in a 8.0.4 database.

I created the snapshot log with no problems and it is working fine.

I created the snapshot with 'refresh fast' and 'with ROWID'. This initial create works (because it is a complete refresh) but when I do 'exec dbms_refresh.refresh(....)' I get ORA-12004 Cannot do a FAST REFRESH ....

Any suggestions on why I get this error message?
