We have the same OS/Oracle configuration,  running PeopleSoft Financials.
But we are using ntbackup instead of BackupExec. There doesn't seem to 
be any memory leaks. The backup jobs can be scheduled using NT scheduler. 
You may want to try this. And ntbackup is free.
