REP 1800 trying to produce html output on Unix

When running reports 2.5 I can print postscript to a printer but if I attempt to produce PDF or HTML output to a file I get a REP 1800 error.

r25runm richard / destype=file desformat=pdf desname=test batch=yes mode=bitmap

REP-1800: Formatter error.

Anyone out there with any ideas on this one ?
