Performance Tuning - Where to start.....

One of our systems is experiencing performance problem, before I step in and try to locate the bottle-neck I would just like to get some inputs from all the experts here on where I should start...

I heard about the BSTAT/ESTAT reporting and the file-io etc but how should I link those together?? I don't want to go in blindly and execute the commands. Is there a paper somewhere to tell us the proper steps to look at the system??
