OFA--move initSID.ora from $ORACLE_HOME/dbs breaks dbstart

If OFA compliant by moving initSID.ora out of $ORACLE_HOME/dbs/ then dbstart won't work:

	Can't find init file for Database "SID1".
	Database "SID1" NOT started.

It looks as if OFA compliance will make dbstart useless to me. I guess I could put links to the real initSID.ora in the $ORACLE_HOME/dbs/ but is this an acceptable practice?
