'Thin client' reporting solution for blobs

I am in need of a reporting tool that can display Oracle's blob or Long Raw datatypes as a picture image. In addition, this tool must be 'thin client', ie., the report must be viewable thru a webbrowser. Any suggestions. I have heard that Oracle Reports may be the answer but I have a little bit of concern because formatting is somewhat limited.
