It's been a few months, but I seem to remember getting this error when I tested moving one O73232 instance manually from one alpha VMS 7.1 box to another.
I believe that under VMS a bequeath connection is established using the the beq_*.com files in the ORA_ROOT:[network.admin] directories. They're written by oracleins when you create the instance and contain fully qualified file specs to the relevant instance admin directory (that contains the oracleins-created db start/stop scripts) - no logicals, the full disc path.
If the path has changed (is the software /admin directories now in something like dra0:[oracle7.v732blah...] rather than dra0:[oracle7.v723blah] ?) then the bequeath adapter startup might fall over and give you the "lost contact" error.
7.3.3.mumble is available under alpha vms - 7.3.2.3.2 has been out for a long while now.
