ORA-12154 while automatic refresh of snapshots

My snapshots don't refresh automatically and in the alert.log there's an
error ora-12154 Unable to resolve service name. Refreshing manually in
Replication Manager or SQLPlus works fine. Any help is appreciated ! My
environment is VAX/OpenVMS 7.1 and Oracle 7.3.2.3.
