The relative pathname you quote for SQL*Net config files is correct
only for the WIN NT environment.
For example in the UNIX community, tnsnames.ora, listener.ora et.al. are
usually found at /var/opt/oracle.
For details of the required configuiration files refer to SQL*Net doc
from ORACLE.
