You are right, SQLab is a tuning tool. There is also Plan Analyzer from
Platinum and
from SFI (us), SQL-Optimizer (also it's a server SQL monitor).
If you need to tune your PL/SQL code, look at SQL-Programmer with Integrated PL/SQL Debugger and Documenter at SFI (still us...)
