constraints view utility

hello everyone...

We have Oracle 7.3.2.2.0 on AlphaServer 2000 4/200 / Digital UNIX 4.x and
Oracle Server Manager 2.3.2.0.0. on PC/Windows95.

As dba i need know all constraint of, for examples, USER1 user on TABLE1 table;
for each one i need know what constraints is it and what attribute is implicated.

Oracle Server Manager 2.3.2.0.0. on PC/Windows95 don't seem have this capability;
can i create a specific view on server side ? And which ?

Whichever hint is appreciated.
