Personal Oracle8 problem

I have installed Personal Oracle8 (trial) on Win95, as well as Developer2000 (v2). However I can only access PO8 from sqlplus8- not from sqlplus3.3 or a Developers' program. Through which protocol do all other applications communicate with the local base? It cannot be Bequeth as my PC doesn't suopport it (according to SQL Net Easy). I have created entries both in Listener.ora and Tnsnames.ora for local (127.0.0.1) TCP protocol, but it cannot find the local database either.
