Oracle Replication Manager

OK, I've read in the Oracle documentation about an Oracle Replication Manager, but have no idea where to find it. Should I find it as part of Personal Oracle 7.3.X? Is it a Windows95/NT based product or is there an Unix version? Do I have to purchase it as a separate product? I'm about to embark on implementing some form of Replication and I've read that the Oracle Replication Manager is a GUI based application that is suppose to make it somewhat easier.
