ORA-12203

Greetings;

I'm installing an application which uses the SQL connectivity, and am getting an error ORA-12203, which it can't find an explination for. The book I see here says for me to look at the manual specific to my OS, whichis WINNT. I don't have this book. Can anyone help me out..?
