For NT, the DLM package itself is provided by Oracle (not only for O8 but also for 7.3). But depending on your hardware, the hardware vendor supplies you with a cluster manager and the necessary components for building a cluster (e.g. Tandem Server Net, if the vendor is Tandem or Siemens Nixdorf).
