Is your intelligent agent running on the server? From a shell account: lsnrctl dbsnmp_status
The snmp.ora contains the listening address of the agent and the services
it knows about, so if you don't have it it doesn't know much. Be sure
your ora file are right - see configuration files under Oracle Enterprise
Manager Help, and the OEM Installation Guide.
