Try your NT registry to find these environment variables . The oracle.ini was for the earlier version ....
Since you didn't mention your NT version ... try any of the command on the prompt ..
regedit
regedt32
On the registry look for
HKEY_LOCAL_MACHINE SOFTWARE ORACLE and so on and so forth ....
